Note: timetravel-withdraw is now failing for both
pybank and eufin. That is likely due to the wallet
not refreshing expired denominations.

Fix tipping test.
...
This test case used to stop+start the merchant along the
run. This made the DB erased, and got the tip reserve information
lost. stop+start is now commented out
