Bring euFin-based tests to pass.

Note: timetravel-withdraw is now failing for both
pybank and eufin. That is likely due to the wallet
not refreshing expired denominations.

- move stateless euFin API helpers to separate
file, in order to avoid circular dependecy between
harness.ts and libeufin.ts
- implement BankServiceInterface with euFin. This
one is not tested and disabled by default.
